If you're asking if it breaks rules then I wouldn't say it does. It should be fine in that case, although I personally don't think a solid colour would look that great.

I dont see how a solid color can break the rules.

I would assume that it's a mistake if it's a blank picture that you created. If it came from an unknown source it's possible there was something imbedded in the image that was flagged.
