Is there any alternative to file explorer?

I'm going to start this off stating that there was one other way to add things to minecraft but Microsoft removed it even though it didn't break TOS.

Okay so on PC and Mobile devices the Minecraft app from the Microsoft store supports mcpack addons, You can download recource packs and behavior packs together direcltly into the game Itself. Minecraft users on xbox one are left out and can't use addons downloaded from the Microsoft Edge app. Mojang has added a new mod scripting api for the community to make mods for the game. All the addons that are that are made from the community are currently not accessible to people on Xbox One due to having no way to access the files. On all other devices, selecting the mcpack file in your folders will give you the option to "Open with Minecraft". After you select it it will launch the app and start importing the addon into the game. After its finished downloading it will show up on your in game settings in "global resources". This will allow you to enable the recourse pack addon in the menus which will allow you to use your preferred textures on multiplayer and on any world. I have some resource packs on my phone which I wish I could use on my Xbox One. Currently recource pack addons are only available on the marketplace and tbh I'm not paying $20 for a texture pack that changes the color of my sword. I had 5 texture packs and 15 different skin packs on my xbox 360 and when i moved to xbox one I was no longer allowed to transfer them, thus why I am annoyed. So my question is, is there ANY alternative to file explorer?
