If you will launch or play a Minecraft game on a PC such as Minecraft Java Edition or Minecraft for Windows, you will be needing to buy the game license.

In regards to your question which is uploading a Minecraft skin alternative, you can check options available through Mojang by submitting a ticket to them here: https://help.minecraft.net/hc/en-us/requests/new

Depends on what platform you are trying to get the skins on, mobile and PC are the easiest because you can just edit files directly on them if you know how to. Consoles are harder since you either need a PC, a paid app to edit files, or just can't at all.

Alright, when I was younger I bought the Mini game heroes skin pack on the Xbox one edition of Minecraft, and eventually switched to bedrock Minecraft. I couldn't use the skin pack I had bought! I was really upset, and couldn't find a way to get

“Launch Minecraft on your Windows device.

Select Dressing Room under your current character.
Select the menu button at the top-left of the screen for more options, and then select Classic Skins.
Select the blank skin model under Owned Skins, and then select Choose New Skin.

Upload your custom skin .png file, and then make sure that it appears as expected on the character model.

Note: Custom skins do not sync between devices. If you want to use a skin across multiple devices where you play Minecraft, make sure to save your file where you can access it easily.

The next time that you load your game or create a new one, your character will be wearing the new skin that you created.”

Please be aware, custom skin can't be uploaded on the Xbox Bedrock edition of Minecraft.
