Is there a way to get anything online on Xbox 360 in Romania?

Bought my kid a second hand Xbox 360 from a shop, he wants to play red dead redemption 1. Can't connect to Live, the only option is to buy physical disc from somewhere? I live in Romania. Does multi-player works if the game is on disk? It connects to the internet, but can't use anything on console. There's no shop, no internet explorer, no idea if it has apps like Netflix or others. It is just offline... I wonder why was this even sold in Romania if it is limited to single player disk games.

I'm sorry but Xbox consoles are not sold officially in Romania and as such access to any and all online services including the store and multiplayer are not available

Ok, got it. But Microsoft I'm sure is aware they are not sold at street corners either, since any major retailer sell those consoles, online or in shops.

Now for the answer, since I'm supposed to be completely offline, disk games should work, right?

I've heard this before and I get it in a way. However, Playstation and Nintendo Services are in Romania for years now and Xbox PC Gamepass also got here recently. It's hard for me to believe that political policies have anything to do with this. I assume that the expansion works in bulk or group of regions and the deployment of the service happens for more regions at a time. Since Romania is also in that group, my guess is that's the reason for this issue.
