Usually all the games, apps and add-ons are eligible for a refund, but you need to keep in mind these to requirements:
“Requests are made within 14 days of the purchase date
Requests are for games in which you haven’t accumulated a significant amount of play time”

The second requirement usually is less than 2 hours of play time

You cannot return games and digital downloads for gift cards. You may be eligible for a refund for the digital content, but you will have to fill out the form for the refund here: https://support.xbox.com/en-US/billing/xbox-subscriptions/digital-goods-subscriptions-refund

Excerpt from Buying digital game FAQ..

Check the Digital Game Purchase Refund Terms to see if your game or content is eligible
for a refund. If so, follow the Refund Request Process on that page.

The Xbox Support Team reserves the right to approve or deny any refund requests. You would have to contact them directly to find more information on why your request was denied.

Xbox Fitness was discontinued on June 27, 2016 and in order to be eligible for refunds, purchases had to have been made before that date. Unfortunately you did not
meet the qualifications as you purchased the content digitally via a third party after the discontinuation date. If you would like to get a refund for this content, you would need to reach out to Newegg for further information.
