Is there a way to download your cloud saves.

if you talking about the console I would say "No" (as I know: to prevent manipulations) but the gamesaves are stored at your console!!!!!!

The saves can only be transferred with the cloud. To view your saved data, select a game and choose manage game and you'll be able to see your saved data.Yes, starting a game is the only way to download game data from the cloud.

Your game saves are gone sadly, there is no way to recover those unless you used the cloud to save your games or have them on a USB device.
