is steering wheel access available of xbox cloud gaming?

The support articles for Xbox Cloud Gaming says you can set up touch controls (Use Xbox touch controls with cloud gaming | Xbox Support) and only play with supported controllers (What controllers can I use for cloud gaming on Xbox? | Xbox Support) for Xbox Cloud Gaming. That means the use of Steering Wheels might be not yet tested or considered by the Team Xbox.

Since we all know that Xbox Cloud Gaming is still on Beta release, this idea of yours will fit perfectly for a test for all beta testers of Xbox Cloud Gaming now. We highly encourage you to submit this through this link - ideas - xboxinsiders.

"Separately Cloud games are XBox games running on XBox's out there in Microsoft data centers and are playable from your Windows PC or Android or Mac (via a web browser). These games support a limited set of accessories currently and Steering Wheels aren't in the list yet"

What steering wheel are you trying to use? I have not found any information about this game having steering wheel support on the Xbox One.
