Is my new elite controller broke or fixable?

Bought a new Elite controller off of amazon with one of those fancy covers off it but i synced it up and the xbox light is going like a strobe light and the controller has a mind of its own, ive captured all of these in the form of bad iphone videos but
sometimes it only shoots the gun at 1/2 speed, sometimes when you start to shoot the gun it shoot off in one direction, i play gears 4 and sometimes when im wall bouncing my character will stop dead and turn 270 degrees it just dosent have full control im
wondering if there something that can be done to fix this or did i buy a broken controller?

my 1st elite: crash gumi grips. send back to service, but i buy a new one for this 2 week. Try this new: right stick drift to right...

ok, my 1st elite came back, try this. left stick drift to right (fresh new controller from ms service)

ok i sent back this 2 broken Elites.

1-2 week done, get 2 new fresh Elites... tested... both new Elite's (my 3rd and 4th) left sticks drift to right...

my last 5 Elites broken, 3 fresh from Xbox Support. Thats a big joke.

Servicing your Xbox Elite Controller You will put in a service request
here: https://support.microsoft.com/en-us/devices
under your console. Change the category to Accessories and then under select issue type select Elite Controller. Then input your PID number from the controller and click create repair order.
