Is my information compromised?

I was playing GTA Online with a few people and there was a modder in the lobby using hacks that rendered him invulnerable to everything. I was not able to obtain his gamertag, however the player threatened me several times that he was going to take my account
online. Shortly after he said that, my entire internet in the household blacked out for about 5 minutes. Before this all happened I was able to file a complaint on his account.

I am very concerned, because I am pretty sure that was not a coincidence. Is there any action I can take?

Filing a complaint is all you need to do in order for the enforcement team to investigate him. As far as knocking you offline, that is known as a Denial of Service attack which would be done through your internet and not Live, so your actually account information
is fine. If it continues, you would need to contact your ISP and alert them to what is happening.

Sound's like the user may have DDoS'd you. If you have filed a complaint on their account you have done all you need. Here is so more info on DDoS attacks

As long as you never give out your personal info or passwords your account will be safe. 2 step verification on your MS account is also an added layer of security.
