So to clarify, I have the subscription, I cloud play Forza 5 and have my own save game, but my wife would have to download it to our only Xbox to play it and have her own save?

Saves are backed up on the cloud. It should have asked you to sync data first time you started the game, If it didn't then the connection issues may have prevented it from backing up the save to the cloud.
