Is it safe to buy games form the Xbox one store and can i keep my purchased games and apps on my Microsoft account for ever?So i can download them when i want if i have the internet on?

No. Xbox 360 and Xbox One games are still separate.

However, certain games (Call of Duty: Ghosts, Battlefield 4) are running promotions where if you buy the digital version on the 360, you can buy the digital version on the One for the reduced price of $10/£10

I live in Saudi Arabia. I've an xbox fan from 2006. I own a physical disc of Oblivion on the xbox360 when I first bought the console. and now I am using the xbox one to enjoy the game once more. I want to buy the digital version of the game for safe-keeping.
I tried to buy it from the store. It said this item is not in the store. When I switched the region settings to US. the game re-appeared on the store.

now I want to get it.

Yes you can buy digital versions of Xbox games in the Xbox store. There is even a new version of Xbox One S that is all digital, no disc tray, if that's your thing.

When you buy Forza Horizon 4 on PC your save games from Xbox will come with you, all you need to do is sign in on Windows 10 with the same account you use for Xbox One.

Once you buy the digital version of this game, you will also own a digital Xbox version for Xbox One so you won't need your disc anymore. It does not matter if you buy the digital version from the Xbox Store on the console or via the Windows Store PC, you'll
still get the game on both platforms.

Without being pedantic, technically speaking there is no such thing as a 'digital version' of an Xbox One game. Both the disc and the digital versions are the same. What you buy is a digital license. Of course, once you have the license you won't need
the disc.

If you borrowed your friends game on disc, installed it, then decided you also wanted this game, you just buy it from the Xbox Store. As you've already installed the game from disc you won't need to download anything, other than any updates as normal.

What do you mean by the Xbox One does not have any digital version of games? Everything stored on the Xbox One is digital. On the non-disc based games the license is stored on the HDD while on the disc based games the license is stored on the disc.

No, there is not. You have to buy the digital version. You typically see those on cards hanging in displays in the gaming area of the store. You can also buy the digital games at the Xbox Store online.
