Is it my region that I'm not able to play the game?

First, make sure that your subscription is still active by signing in to https://account.microsoft.com/services.

Once confirmed and if you're on Xbox, kindly remove and re-add your account to re-sync the license.

REMOVE ACCOUNT​​​

1. Press the Xbox button to open the guide. ​​​

2. Select System > Settings > Account > Remove accounts. ​​​

3. Select the account that you want to remove, and then select Remove to confirm. ​​​

4. When you're finished, select Close. ​​​

POWERCYCLE CONSOLE​​​

1. Turn off your console by holding the Xbox button on the front of the console for approximately 10 seconds. The console will turn off. ​​​

2. Turn your console back on by pressing the Xbox button on the console or the Xbox button on your controller. ​​​

ADD ACCOUNT​​​

2. Select your gamerpic in the upper-left corner of the screen, move all the way down and select Add new. ​​​

3. Enter the Email address and the password.​​​

4. Read the Microsoft Service Agreement and Privacy Statement, and then select I Accept. ​​​

5. Follow the steps to configure your Sign-In & Security preferences to add your Microsoft account to your Xbox console.​​​

If the game is region locked then you wont be able to play it.There's nothing anyone here can do.

PAL games only play in a PAL console,NTSC in a NTSC console etc.Some games are region free & will play in any console.In future it would be best to buy games for your region only.

As far as i'm aware there are no problems with regions,you just bought the wrong region game.

Region locking will be gone for the xbox one so this wont be an issue then,

I think my issue of not being able to download it is a region one. I am in a different country to my region settings. Does this mean I won't be able to get the game? Unless I migrate my account to reflect the region I'm in now? My region changes as I'm a
global citizen, so I don't really want to go to the hassle of changing regions if it can be avoided.

Are you actually in Brazil OP? Because from the sticky it did seem like if the region you are in is the same as your console region, it should work.
