I've never seen anything from MS specifically confirming that you're allowed to play a single purchase on two consoles at the same time and that you are allowed to set up your home console as a means to share with friends at another location (basically what
the OP wants to do).

And then the bigger question......if MS is telling people this is allowed why don't we see it in every single advertisement selling Xbox's? "Buy an Xbox and every digital purchase of a game will come with a free copy for your friend".....that's marketing
gold since it can only be done on the Xbox.

Yes that's about it. Keep in mind the xbox one allows you to share gold membership and gold among accounts.

No, Xbox does not allow you to game share with people outside your household. Game sharing is a feature that allows family members or friends living in the same household to share games and Xbox Live Gold memberships on one console. Sharing your games or memberships with people outside your household violates the terms of use and could result in account suspension or other penalties.

With the Xbox One there is a "Home" setting which allows all profiles on one console to share a gold subscription and games/content. So both kids can share everything on the Home console. In order to play at the same time, the child who's account is the
"Home" account would need to play on the non-Home console. That account can access everything on any console. This will allow them to share digital games, but if you have physical discs, they would need 2 copies.
