Is cosmic rescue just a scam?

Does anyone know if next week the last weekly set on rewards will be a free weekly set?

Because cosmic rescue feels like a poorly thought out marketing scheme.

It feels like a scam and I'll explain what I mean.

They want three weeks of periodic use with their services. In order to get a free month of game pass ultimate and an entry into a raffle, the challenges for each weekly set is usually pretty easy and it's usually about remembering to log on and complete
a few things each week.

This week is my third week but I CANT do the third weekly set to get my free month of game pass ultimate and finish my last "mission"

Because it wants me to preorder the outer worlds.

I think this Is ridiculous and a poor business choice considering microsoft knew very well that the game is coming to game pass on the 20th.

They chose to delay letting people get a free month, to try to make them spend 60 dollars on a game or FORCE them to pay 15 dollars for game pass instead of again, letting them finish their third weekly set on time. It's an either or situation because as
I said outer worlds will be on game pass and it's clearly set up so you can't get that free month.

So will next weeks weekly set be free, or is this just a marketing scam to get people to waste their time using poorly made services like bing, more often?

And if so, can microsoft be held accountable for legal misrepresentation/ manipulation?

Oh I'd also like to ad, the last year of weekly sets has not had a single preorder request in any set. I've done almost all of them or have come close and not seen a preorder for completion on a weekly set

You don't have to actually pre-order the game. You just have to click on the tile to check out the game.
