internet external drive

My xbox detects the external hard drive and games, but when offline it see's the external drive but no games on the external all though it says it is 50% full

This sounds like it's detecting the games from games pass is that from game pass that are installed on your external hard drive?.

You simply need to plug the external hard drive with the Xbox One games on it into the new console, then you can play games from the external hard drive, or transfer them from the external hard drive to the internal hard drive. You may need to update some
or all of the games, which will require the internet. But you don't need to re-download the whole game.

Is it possible the problem is my internet connection, external hard drive, or even my xbox profile?

I only have an external hard drive connected . My Xbox is connected to internet via Ethernet cord.

You don't need the internet to read off the drive (internal or external). The drive might have a problem connecting to the console. Try plugging the drive into another USB socket on the console and check again.
