Instant on mode does not work. Both power settings do a full shutdown

I have an Xbox One X I bought this year and have noticed that no matter which power setting (Instant on or Energy Savings) I have my Xbox on it always does a full boot(I see the 4k chip screen and I always have to "Launch" a game instead of "Resume").
In Instant on mode I always have to press the power button on the Xbox, and it will not turn on with the wireless controller. I have reached out to xbox support on chat and on twitter and there has been no solution found yet. Any thoughts?

Try going to Settings, Power, Restart Xbox. This will perform a full shutdown, instead of the hibernation state that a normal power down in Instant On mode will cause. If you aren't in Instant On mode, or if that doesn't work, in Power, go to Turn Xbox off,
and then unplug the power cord from back of the console for 5 minutes. If it still doesn't work, uninstall and reinstall the game.

Please let everyone know if this works.

I think all the suggested methods have been discussed earlier in the thread and at least for me those did not work.

Yes

Which power mode is your console set to? Instant on mode or energy-saving mode?

Instant mode

Does the issue occur when your controller is connected with a USB cable?

No. Xbox starts just fine when USB is attached

How often does the issue occur?

When I change setting from power saving to instant mode the first boot on instant mode works OK. After that I need to manually start from the console and controller start up will not work at all. "Xbox on" voice command worked with kinect but this is not
an option for me because finnish is not supported.

I just noticed that restart using controller worked when I shutdown the console while battlefield 4 was running. After I stopped the game before shutdown, xbox cannot be started using controller in instant mode.

Looks like something's wrong with the firmware as the issue cannot be reproduced while game is on and it works just fine on first boot after power mode change

are you in the Insider Program?

 

I was with my Windows 10 PC but not on Xbox. I have read things about being in the program but didn't think being on it through my PC would make a difference.

 

Funny thing is mine does this but opposite. It never does full shutdown and yes preview program.
