i keep restarting my xb1 and cleaning my disc for about 2 hours and i keep getting the same message

Halo 3 ODST "installation stopped" at 100% for many people

it always says "Installation Stopped" and when i press "Resume Installation" it tries and boots up for about 10 seconds and then stops again with the "Installation Stopped" message popping back up

Hi there,

please stop the installation and remove it and then power cycle the console via the following steps:

try the manual power cycle steps like mentioned on the following link, be sure to wait at least 60 seconds before powering on again:
Restart or Power Cycle Xbox One Console

After the console has powered on, please set the console as Offline in the Settings - Network section and then try Installing the disc again.

If install was succesful please reconnect the console to the internet.

I had exactly the same problem copying games off of a backup disk. It would just stop copying. The only way to start it again was to restart the box.

Now I've got the games loaded performance is dreadful. Wolfenstein just keeps freezing, it's unplayable.

It could be that an update is causing the installation to stop. Try taking the console offline for the duration of the disc install to see if that helps (delete the current install before you try this)

Did that and also unplugged the power.. it's farther than it's gotten all day so hopefully that's a good sign. Thanks

Sorry to hear it. Can you please try holding the power button on the console for 10 seconds until it shuts down to see if that helps solve the issue?
