Installation Stopped/XBOne Offline

I am having the same issue. I have Dead Rising 3 on disk and when u put it in it says it needs a 16th update before I can even play.
[Mod Removed] is that about in the first place, I can't just put a game in and play right away? Anyways it will not update without being connected to the internet, and when it is the install will get to 40% saying disk is dirty or scratched..
brand new game. I've got it to 43% somehow but will not go past that. I tried pausing install, restarting xbox and all that, and still nothing. I also have forza 4 game download that just sits at 0%. Xbox or Microsoft, or whoever needs to figure this out like
time now or I'm takin it back to the store. This is ridiculous, I paid 500 for something that doesn't even work. SMH.. figure it out, and fast..

Installed AC4 from disc. Had a few problems loading the game originally, once I disconnected from Internet it downloaded within 20 minutes. Now, my problem is the update. The game will work and play when I am disconnected from network. But when I connect
it says AC4 needs and update (Getting Ready... Is displayed) then says "There was a problem with the update." It suggests that I check network connection (which is fine) CoD plays and connects to XBL with no problems. I know it isn't a problem with my end
of the network. Could it be that servers are just bogged? I guess that isn't in the troubleshooting logic tree...

Thanks MelodicMist60 the menu button gave me the option to try re-installing. (Download of COD Ghosts had stopped at 67% and given the 0x80070079 error code) After hitting re-intstall the game said it was ready to launch and resumed download from 67% rather
than 0%

Previous attempts to re-start the download all failed with the error code despite my xbox continuing with an app download so clearly no actual connection error.
