Installation stopped error

I have been getting an installation stopped error on my Xbox for a couple of months now. I tried everything that everyone says like power cycling the console, restarting it, resetting it, checking if I have enough storage and nothing has happened. The only thing it could download was apps and minecraft. I told my friend to bring his Xbox to my house and he was getting the installation stopped error on his Xbox too but when I took it to my friend’s house, I could download games without the error. I can’t bring my Xbox to my friend’s house to download as he has gone for a long holiday. Do any of you have a solution to fix the problem other than what everyone has said on the internet?

Hi,

Please try a power cycle of your console as this should allow your add-on to install.

1) hold the power button for 10 seconds. The console will fully shut down.

2) wait 60 seconds.

3) disconnect the console from the power outlet.

4) wait 60 seconds.

5) plug the console back in and turn it on. It will take a while to load the dashboard.

6) sign in to your XBL account and try the installation again.

I'm afraid not, I have tried pretty much every troubleshooting advice out there and nothing works. Only thing that would work was connecting to my mobile phone connection via hotspot rather than broadband connection. Which is strange as it's the same broadband
connection I have had for 6 months. I have reset the router to factory settings to make sure I hadn't accidentally changed something but still didn't work. I tried google DNS. I also tried setting my xbox IP as a DMZ which still didn't work. But connected
back to mobile phone via hotspot and instantly starts downloading the update again.

I tried disconnecting my external storage, than performing a full factory reset and tried to install (without reconnecting my external storage) Assassins Creed IV Black Flag and it stopped at the exact same point of 313.65 MB.

It is heartening that someone else is having the same issue i am. I've contacted microsoft support again and apparently its been referred to a tech team but I'm not particularly hopeful about hearing back. It also effects dishonored for me but not the metro
games i dont think. I buy basically all of my games on sale so that could be part of the issue but it also happens with certain game pass games
