"Installation stopped" Error Code 0x80070001

Have you tried using that error code on Xbox or Microsoft support page

From what one of the techs said it relates to updates, but doesnt make sense because everything is up to date.

This seems to be fairly common on surface devices and sd cards. However this is an internal ntfs harddrive. Strangely other apps and games from windows app store work, its just games on xbox pass.

i cant really use C as its a 500GB SSD.

Try clearing local saved games, that always helps when i have installation issues
