Install Issues

So basically I have this major issue at the moment where I'm unable to re-download or install ANY of my digital games or apps. It all started about 4 days ago when for some reason I couldn't access the Microsoft store via my XBOX dashboard. All i was presented
with was the logo of the store, the screen would then go blank and the console would lock up. Spoke to XBOX support who talked me through a few potential fixes which included clearing the cache, resetting the console (keeping games and apps) and hard/factory
reset removing everything. The latter worked. Now the problem really began... since then I cannot install any of my digital content and can only install and play games that I have a physical disc for (which isn't even a handful). Back to support I go!
One is completely stumped and doesn't know what to do or what's caused it. Another says its my console and will need to go for repair.. at this point I should point out its a brand new Project Scorpio edition 'X' - just over 2 weeks old!! Another agrees its
the console and sends me a shipping label to send it to Microsoft European repair centre in Frankfurt, Germany.. 14-21 days to fix or a new console will be sent out (not guaranteed a Project Scorpio replacement if that's the case apparently). At 4th attempt
with support decided to call rather than online chat. This character didn't seem overly interested and she couldn't wait to get me off the phone, all she would tell me is that there was a latency issue with the Microsoft Store that's been ongoing since November
10th and that i'm not the only one affected and it will eventually sort itself out (first I've heard of this.. and not mentioned ONCE by any of the other support agents the last few days) - In the meantime I can only play my 2 games have a disc for, Forza
7 and Assassins Creed Origins.

Have tried absolutely everything I can think of. Hard resets, Cache clear, unplugging leads, Internet checks via router and service provider, have opened ports up on the router.. nothing seems to work. My games are there.. I can see them under Ready to
Install, they just wont...well INSTALL! Any help appreciated, or has anyone else got this issue at the moment ?

I did what was said about disconnecting from live. ppwering off unit. even disconnected power supply. worked for forza and ryse. madden stuck at 98 percent.

so i installed nba 2k14 downloaded the update and played for a little while. when i went to play again i inserted the disc again and was forced to download the game again i am currently installing the game again why is it doing this ?
