Infinite Sign in screen when launching PAW Patrol The Movie: Adventure City Calls

Whenever I attempt to open this game I am met with a new window that has the logo of the game and at the bottom right a "Signing In" with a dot loading symbol next to it, it will never actually launch the game and will just keep "Signing In" for what seems like forever, I've already contacted Microsoft Support sadly with no result and I've even contacted the publisher of the game which they have yet to reply so I'm kind of just stumped, this isn't the first time a game on the pc game pass has done this but sadly I cannot recall the names of the games that had this problem, I'm also able to play the rest of my games flawlessly so there's no problems with the Gaming Services and any logins as I've already done all the possible fixes with Microsoft Support, I'm sorta fed up with not being able to play certain games and not being able to find a fix so this is sort of my last idea, sorry for the block of text and thank you to any one who responds.

P.S I will also include a screenshot of what a working game would normally look like when I launch it using "As Dusk Falls" as an example

0. Please let me know your NAT type, for this open Xbox console companion app, go to settings > network

1. Please try creating a new local administrator user in your PC and try from there to open a game:

I'm sorry but there is in way in hell Josef you have managed to do what 10+ people haven't been able to help me with over a good year, I just tried launching the game on the other admin account and it actually asked me to give it permissions and then when I did that it synced and fully launched the game, now the only thing id need help with is if I'm able to make my main account an admin account to be able to do that exact thing.

Hey Josef, I am currently on Windows 11, now the amount of fixes I've tried mainly came from copying and pasting text in either PowerShell or Command Prompt, I've reinstalled/reset and repaired almost every app related to Xbox, I've deleted gaming services through Regedit, I've always made sure everything is properly updated on my pc and lastly that I can remember I've went through task manager and made sure all the services are enabled and working properly, that's about all I can remember from what support told me to attempt and what I've attempted by searching the internet.

Some settings are synced automatically when you sign in with your Microsoft account

About the apps, as long as your apps didn't come from Microsoft Store you're good to go.

Regular .exe installed apps can be used on the other account

It's hard to find which exact file is causing the issue with the other user... but if you want I can advise you other two things to try:

1. Run the SFC to find and repair possible system corruptions:

2. Perform an in-place upgrade for your system in case the SFC tool didn't find anything (your content and apps will remain)
