In case your refund gets denied, you can actually file an appeal for the results of the refund.

All you need to do is to reply to the email that was sent to you by the refund team, you can reply with a detailed explanation so they can review your request again and grant you a possible exception.

There would not be a download for a code for currency. It would show up in game for you.

Xbox Games market place shows wrong currency for Latvia. It shows old currency LS(lats), but we have Euro currency here.

of currency

There is no need to contact Xbox Official support as if the currency is not showing up, then you can not use the currency to make that purchase. Currency can not be used for all transactions.
