I've found by searching online that GTA IV for PC and GTA Episodes from Liberty City are two standalone games that are bought separately through Steam and launched separately. The Games for Windows Live service has
not been updated since 2014 and most game copies purchased from that marketplace will have issues logging in to the service if you bought them through Steam. Many game developers abandoned GFWL, allowing you to redeem a non-GFWL copy or install
a patch that removes GFWL through Steam. But not all of them have. For example, Rockstar’s Grand Theft Auto IV and Grand Theft Auto: Episodes from Liberty City still use GFWL, as does Bethesda’s Fallout
3. Rockstar never seemed to patch GTA Episodes from Liberty City to remove the GFWL license so that you can play on Steam without signing in to your Microsoft Account and that is why it still asks you to sign in to GFWL even though the service is
no longer supported.

I would recommend reinstalling the game and the Steam client to force the game to make you sign in to your Xbox Live account. Microsoft no longer supports creating Games for Windows-LIVE accounts within Episodes From Liberty City. You can create
an account through account.xbox.com and then log into your account
in-game but seeing that you already have an account, try re-installing the program and sign into the account again.

And what about GTA: Episodes From Liberty City? (xbox 360 disc)

nope no refunds on downloadable content and no way to 'return it' it must be played with the GTA IV disc in order for it to work. the only way to get the add on to play without the GTA IV disc is if you buy the 2 parts Episodes from Liberty City that has
Ballad and Lost, those are on a disc and the GTA IV is not needed.

yeah you need to have a physical copy of GTA IV in your system to play that add on unless you buy the episodes from liberty city that version does not require the GTA disc to play the game.
