Have you tried changing your account settings? If yes and the issue continues, I would contact Xbox Support.

Yes, I tried to change it on my web browser and console and it still stays my account need to be an adult account.

Try checking to see if your account is in adult mode, By holding the Xbox Button and going to Profile and System, once you're there, go to :

Settings > Account > Privacy and Online saftey > Xbox privacy.

This will allow you to see which mode you are in.

If that doesn't work, Go to https://account.microsoft.com/account and once you're logged in to your account, Go to:

Your Info > Edit profile.

This will allow you to edit your year and other info if you need to.
