I'm not getting the deal my Xbox is promoting

my Xbox has a ad saying renew gold now for 40% off three months and when I click it it doesn't give me that offer, I already contacted customer support but all they did was cancel my current subscription, which still had time left on it, now I don't have
gold and I still didn't get the promotion. I just want the deal it says.

Can't Swap Microsoft Accounts - multiple errors

I keep getting the same issue when I go to settings on my xbox one. "We could not get your family info from xbox live. 0x80bd0004". I had a child account on my 360. Never upgraded it. Transferred my xbox live profile to xbox one and went into settings and
got this. I updated my credit card information. Still getting this issue. Also tried going back on xbox 360 and promoting account to adult and that option is gone. I'm really frustrated at this point.
