I'm having issues with game downloading

try to power cycle for 10 seconds then wait for 30 seconds or power cycle 10 seconds then unplug for 30 seconds then plug it back in , try check your internet cconnection go to network settings you always can clear alternant mac address in network settings
try add and remove your Microsoft account and you can call Microsoft about this too

I'm sorry you are experiencing this with your download issues via Xbox Game Pass app.

"Go into the xbox store, find the app on the left that is having the issue, if it is listed, click the uninstall if the option is available, it might not do anything, but do it anyways.

Close Xbox App, Close the store.

CTRL-ALT-DELETE, goto your task manager, then startup, then disable any instance of the xbox app from starting up when you reboot (dont worry, just run it from the search bar if you want to play gamepass later).

Reboot your pc

goto the search bar and type cmd to open up a command prompt.

type wsreset and wait about 3 - 5 minutes for the store to reset then reopen.

close the store again

type settings in the search bar and open up settings app

type storage in the find a setting search bar

click storage settings

click on temporary files, let it load for a minute or so to find all the temp files.

Click Remove files, go have a coffee and let it finish.

go back out then go back into the same area and make sure it removed all the temp files.

reboot

open up xbox app, the game should now not be listed on the left

open up the store and it should not be pending that update that was stuck anymore

go back to xbox gamepass and it should install/download fine now."

Actually you were misinformed as no one on the forums can help with enforcement actions either.

However, please try deleting your gamertag then power cycling the console by holding the power button on it for 10 seconds until it shuts down. After that redownload your gamertag and see if that helps.
