So he went on my account and then sent messages to everyone while I was asleep and I don't want to get banned for it and I think he should get a temp ban or something because this is the second time, I've made it so he can't get on anymore but I still want
him to get a consequence for it.

You would need to file a complaint on him via the console in order for the enforcement team to investigate him. Calling out other gamers is not allowed on the forums.

It's actually 343 Industries that has that power now that Bungie has nothing to do with Halo, but they don't seem to remove bans from people's accounts once they have been banned on this title from the looks of it.
