    I have heard that xbox, hololens, pc, etc uses same os but why we cant run xbox cds on pc. Ihave internet problems and i can only access cds, dvds, etc

    Because the games you play on your PC are run through the XBOX emulator. Therefore, they can not be run through a disk but only digitally. And that's also to avoid piracy.
    The Xbox Anywhere titles on the PC are PC versions of the games, they aren't being emulated at all.

    Ok but downloading 100 gb files or more takes most time, energy of our and fluctuations are another problem

    They both run on Windows 10, but different versions.

    The Xbox OS is a tailored version and the hardware requirements is fixed for the Xbox builds of games, they will not be able to run on PC's.
