If my country does not have official xbox live will I have lag in online games?

If your country is not part of the xbox regions MS can't offer support in that area.

Romania is not an officially supported Xbox LIVE country at the current point in time. This would mean that you wouldn't be able to purchase an Xbox LIVE subscription using a payment method in that country.

I wouldn't personally recommend doing this as you'll have problems with lag, purchasing, and downloading content on LIVE but you could make an account in a supported region and purchase a Gold Subscription card for that region and play online. However, as I
said, you'll have issues with purchasing/downloading content as well as playing online with others when it concerns lag simply due to the infrastructure for Xbox LIVE not being put into place in your country officially.

Microsoft wouldn't be able to assist you with any sort of issues you encounter with purchases/downloads knowing that you're living in an unsupported region.

This is because Romania is not an officially supported Xbox LIVE country and you are essentially finding a way around that by registering an account in a country that does have LIVE.

You, yourself created the issue of not being able to download content. Until Romania is listed on that officially supported Xbox LIVE country list then you will run into issues with region locked content when purchasing and downloading content. There's no way
around that.

It seems that Pakistan is not officially supported as a Xbox Live country.

You'd have to check if there are stores selling prepaid Gold code cards that work for you. Or you change your country of your account to a Live supported country and buy prepaid codes from there online.

Assuming you created this account under the region where your currently living, which is why your getting this 80004005 error. This usually means that the account you created does not have official Xbox LIVE service currently.

Also, NAT settings are important to the connection you have when playing. Having a moderate or strict NAT setting can limit your online experience. Using port forwarding, you can open you NAT settings to improve connection quality.
