If I buy a game through the xbox app on pc does the game come with the dlcs.

Unfortunately, it appears that Fallout 3 is not part of the Xbox Play Anywhere catalog. This means that if you purchased the DLCs for Xbox, you'll only be able to play them on that device unless you repurchase them again for PC.

It's because you bought it for the console so it's looking for an Xbox. Since that game is not available for the PC through the Microsoft store app, you'll need to buy it on Steam or Rockstar or somewhere that does sell it for PC.

If so, does it tell you to buy the DLC again, or does it say "Install Now"?

You would want to use the Microsoft Store app on PC for PC games. That game doesn't appear to be available through Microsoft for the PC. Steam games don't show on the Xbox App. It does not matter if it's a Microsft game or not.

If you've bought DLC via Microsoft, you'll need to request a refund and buy the DLC from Steam.
