Identity was potentially stolen, what do I do.

Recently, an "unknown user" (technically Microsoft knows his IP address, and the account he used to deposit the stolen items from my account to his) broke into my Microsoft account and started making unauthorized purchases through this account (gift cards
in particular so he could just redeem the gift codes). I set up a 2-step verification, new password, deleted all my credit card info on Microsoft, called two separate representatives, spoke with my credit card companies, and even filed a report on the Federal
Bureau of Investigation's website iC3.gov However, after doing all that I logged into my account the next day and found more gift cards in my shopping cart that were not bought as I removed my billing information from Microsoft until I was sure my account
was safe. I called Microsoft again hoping to understand what to do and if my account was hacked again despite all my steps to secure it. The representative rudely shut me down telling me it was completely the fault of my credit card company sharing data it
shouldn't and allowing random people make purchases to the Microsoft store. I responded "if that's the case why are there transactions that are pending in my Microsoft shopping cart? My credit card info could just buy the item not try to log into a separate
Microsoft account and make purchases through Microsoft. If the card was compromised he could buy so many more things than just a few Xbox gift cards through my account with Microsoft." As expected the representative remained just as rude and continued to ignore
my questions until I asked him to please transfer me to another agent that would actually speak with me and not just yell at me and he claimed it would not work for another 24 hours that another representative would be able to call me. I say fine and he hangs
up in my face. As you may have guessed he just lied to shut me up and there has been no attempt by Microsoft up until this point to solve the issue. Now I am in an issue where an unauthorized hacker has used my credit cards to buy himself gift cards that Microsoft
refuses to refund despite knowing the IP address of the user would put him in a completely different state than me, I do not know if my account is actually safe from similar attacks, I do not know how much of my personal information the hacker was able to
glean from my accounts, and I do not know how to reach a Microsoft employee that will actually answer any of these questions.
