    Unfortunately, Xbox Support are unable to help with enforcements as they have no access to enforcement details. You might be able to appeal this using the link below. If you have already done this and this was rejected then unfortunately you can't go "higher up". If you are banned in a game, then Xbox Support wouldn't be able to help with this.
