I was unable to purchase promotion due to Xbox protocols

I tried to purchase the promotional price for elder scrolls online for 48.00. I was 30 cents short in my account so I added money to it and tried again and it said I couldn't so I was told to wait 24 hours and when that time was up the promotion was gone.
Please help me I want the promotional price u can see in my history that I tried to purchase it on time and even had a chat. My email is
