I'm afraid to say, but if the gamertag change system is asking you to pay for your change, this means the free change was already used.

Not only that, but I would like to let you know that this payment requirement can't be bypassed, and Microsoft support is not capable of bypassing it for you.

It's really easy to do. All you have to do is go to your profile click on "customize profile"click on your gamertag and change it to whatever you want. It'll cost you $9.99 if you have changed it before! Hope this helps!
