It is definitely possible to do, the only catch is it can't be done for free, you would still have to pay the fee to have your gamertag changed.

You would have to find a different way to make it. Like using zeroes instead of O. Or with the new update, you can create it and it will add numbers to differientiate between the 2 names. https://support.xbox.com/my-account/manage-gamertag-and-profile/gamertag-updates-faq

If you're the owner of the original name, then yes. You would have to change the first name to something different and then change it back. However, once you change the first time and it frees up the tag, keep in mind that anyone else could take it in
that time period as well. It may also not be freed up immediately either.
