Have you tried to restart the console yet i had this issue yesterday with a game and a restart fixed it for me.

Error 0x803F8001 occurs when you launch an Xbox One game

If the system says it's taken, then it's in use somewhere on Microsoft's servers and can't be used. The original owner would either need to change it to something else or the tag will be freed up if they don't sign in for 5 years. The gamertag system is
in use on other Microsoft services, so even if it's not being used on an Xbox, it may be in use somewhere else.

nothing, as everybody is entitled to their own opinion, or just state that's ok, you enjoy your PlayStation and ill enjoy my Xbox. both have their strengths and weaknesses.

But I do have a question - what if I have an Offline GT that I want already, then move it to online, will it assign a random when I go to join live if the GT is not taken?

Sorry to hear about you problem.

But, once a GamerTag is claimed, it cannot be used by anyone else unless the owner changes their GT to something else.

Have you tried to contact the current owner? Or change the GT to something different (even one character will be considered different by the system.)

You could try to contact the support team and ask them for help too.

This should hopefully help you to try to recover your account. I would recommend to set up a two step verification when you got your account back or create a new one.
