Regarding this problem you are having, I recommend that you try the solutions below. If that doesn't work, it would be necessary to try to launch an offline update on the console, however as you said this is not possible. Please try the procedure below, and if this resolves please let us know.

1. Turn off Xbox One.

2. Unplug power.

3. Plug the power back to Xbox One 30 seconds later.

4. Press and hold Bind and Eject at the same time (don't release).

5. Press and release the Power button, and then you will hear the startup chime.

6. When you hear the second startup chime, you can release the bind and eject buttons.

7. Select Reset this Xbox on the screen.

8. Select Keep games and apps.

When your Xbox get's stuck on the green startup screen does it eventually get to your home dashboard or does it stay there until you need to turn it off?

1. Select "I NEED TO TROUBLESHOOT A SYSTEM UPDATE ERROR "
2. Select your Xbox model
3. Select "I AM EXPERIENCING A STARTUP ISSUE"
4. Select "GREEN STARTUP ANIMATION"
5. Then follow all the steps to the end selecting "No" on any step you already tried that didn't work.

Go through that entire guide and let us know the results.

When I turn on my system, with or without network connected, it goes straight to the update. I get no dashboard. No startup image. Nothing. Every startup goes straight to the update and the update fails. It fails with error 3151-335a-b380-0502-c000-0221.
Support tells me this code means I need repair. However, I only get this code when it tries to load the update. The update is all my Xbox will do.

System Update Troubleshooter has steps that can help - from the first page, select "I need to troubleshoot a system update error", then select which Xbox One model you're using (original, S, or X), and then select the "I am experiencing a startup issue"
option.

Give that a shot, and let us know if you see any improvement!

The scenarios described are stuck on green Xbox startup animation, or no green startup animation where my issue is green startup animation transitioning to black screen.
