this guy said his xbox one didn't power up he bought a new power supply.. when he turned it on it made the dinging sound

and didn't go on to the next screen he said he was told it could be a chip on the motherboard

You can request a repair for the console Xbox One Support | Xbox 360 Support | Xbox Live and Billing Support. I didn't really see a question in your post.

the brick or power supply is in stand by mode orange color... nothing comes on my tv not sure if the fan has dust on it or not

Nothing will show on the TV is the console is in the standby mode. You can use a can of compressed air to blow air in the vents on the console .

Sorry to hear it. Your only option here will be to set up a repair of the console at the link below.

As you are not the original owner of the console there will be a cost for the repair. I do want to let you know though that if the original owner opened up the console for any type of self repair that support will not fix the console.

I would also recommend against blowing compressed air into the vents as all that will do is blow the dust around. Compressed air also has moisture in it which could damage the circuits.

If you feel like sending the console in for repairs is not what you want to do you should see about getting your laptop back for the console and purchase a new one with a full warranty instead.

i spoke to ryan with microsoft customer service he said it's the power supply

took it to microsoft at the kenwood towne center don plugged it in and said it's either the power supply or the motherboard is fried... so i'll spend $142

for a referbished one with a 90 day warranty
