I pre-ordered Quantum Break for XBOX and still have not received my PC download code.

Support is investigating the issue that users have not received their pre-order content from pre-ordering Quantum Break.

All eligible users will receive an Xbox Live message with further information.

Unfortunately there is no expected date time yet though

 

it's crazy to make an offer and the offer not working !!!

All we can do at the moment is wait, it will get resolved, it just takes some time..

 

Can we demand a refund based on false advertising?

Yes you can. Let's say you buy a product at the store and its advertising a product a 100% satisfaction guarantee. Well you buy it and bring the product home and it's missing parts for it or it doesn't work like it says. You are legally allowed to return
that item for a full refund. This predicament is basically the same concept. They advertised that you would get those bonuses with the game 7 TO 10 DAYS after launch. Yet no such thing happened for alot of people. You can request for a full refund since that
did not promise what they are offering.
