I own a game disc but can't install it on a Xbox One S with no CD Drive

If your disc is so bad that you can't install it, try borrowing one from a friend and install their copy to your hard drive. When you do that all you need is the game disc in your cd tray to confirm you own the copy.

Even though a game on physical disc may be downloaded/installed to a console, the disc is still required to actually play the game.

You are referring to the Xbox One S All Digital Edition console? If this is correct, then you will need to purchase a digital copy of the game in order to play on the All Digital console.

Unfortunately, you cannot use a flash drive. The reason this would not work is because your account does not own the digital license to actually play the game. Even if you transfer the installation files, you would not be able to launch the games without
having the disc in the console. The license to play a game is encoded into the physical disc, so the system will read the license from the disc as it spins when you insert the disc into the disc drive. Since you have the all digital console, you will not be
able to play your disc games at all on that console, hence the All Digital name of the console.
