I need to report someone for being extremly ignorant

“Press Windows logo key + G to open the Game Bar, and then select Xbox Social to open the widget.

Right-click on the gamertag that you're reporting, and then select Report.
If the person that you're reporting isn't on your friends list, you can use the search bar to find them by their gamertag.

Choose your category and reason for the report. Make sure that you choose the most accurate category, as this detail is important to ensuring Xbox Safety can investigate the issue properly.

Alright but it seems the reports on this single player are being ignored as I have gotten someone enforced just a few mins ago

I only play with a handful of people. I receive quite a few messages, but I tend to ignore them if I don't know you. If someone has an Xbox related question I'll answer. If someone is being a jerk, block and report.

That message being shown is actually a bug. I reported someone recently, got the same message, and they did still take action on them. So ignore that message. As long as you reported them, the enforcement team will investigate and take the appropriate action.

If you get a message from someone who is being a jerk, your best options are to either ignore them, report them (if it's harassing/offensive), and/or block them.
