Check your order history at http://account.microsoft.com to see if it shows you bought it on that account. If you're 100% sure you're using the account that purchased the game and it doesn't show, you'll need to try contacting support. http://support.xbox.com/contact-us

I think we're going to get there but as with the MCC you'll probably need to be rebuy a lot of titles because money.

only because ppl are rebuying 360 consoles that die.And thats because of their huge backlog of games.

I am rebuying this on the X1 anyway so I will get the expansion all the same. Though that's a good question ^ because if 360 adopters have to rebuy the whole game just to get the DLC, that is pretty poor form in my opinion.

This would be something more on the developers side, as it's a developer that decides whether or not o release a game free promotionally if you meet certain requirements.

Microsoft merely provides a platform for developers to distribute [the Store
on Microsoft devices such as Xbox and Windows 10]. We would not be able to give you any information about the game itself, unless this info was provided by the developer themselves [which would probably happen a lil closer to the release date if this
is something they consider.]

Seeing as how you mentioned that the game was de-listed from the Xbox 360 with the original release, this will probably serve as a a "Remaster" of sorts and will more then likely

not be free to previous owners.
