I need help with my friend's xbox

My friends xbox wasnt working, that is, it wasnt able to open any game AT ALL, it couldnt download gamepass games and nothing else, so we decidede shouls do a factory reset and then add his account later, but when we did, we pressed [+ Add new] and a green
circle appeared and it loaded, but then the screen went grey and a white loading circle appeared on screen, it spinned for around a minute(i didnt count it) and them it just booted us backo the add new part, we tried again, annit still didnt work, we already
tried cjecking for updates doing the ten second reset button thing, looked all over the internet and nothing worked, this is litterally our last hope, if ou have any suggestion on what we should do, i'd appreciate it!

Have him check his transactions at http://account.microsoft.com to see if the funds were added to his account and to see where they might have gone. If he notices any transactions

Who made up that rule? No one should call out others, in the open or in PMs. If you wish to report someone then you should use the reporting tools available to you via the console, simply file a complaint.

As for the account in question - You said it was a son of a friend who "phished" the account... well why don't you simply get in contact with them and arrange to get the account back that way. If this is out of the question, as said above,
you will need to contact the xbox support line.
