I need help there is a problem with my account

By Phone and it isn't fixed but the issue has been forwarded to high management as it is not just me having this issue and they said it should be fixed in the coming weeks.

Have you tried to unblock this person and check to see if they are in your favourites, or on your friends list, somehow?

I can only think it is some kind of bug, it even happens on Facebook. Sometimes when you block someone, you still get notifications from them. It is annoying and does drive you crazy.

If you can't find them, try blocking them again. This may also resolve the problem. If it doesn't, then you may need to contact Xbox Support to have them look into your account. They may be able to identify the problem, and escalate it to product if they
need to.

Yes under Sign in and broadcast you can have it so your friends show up when they come online and his gamertag still pops up and he isn't on my account anywhere and this is on the Xbox One this is happening
