I live in Washington state and have a french xbox. it is not allowing me to purchase gold

Xbox consoles are not region locked, but the region you have your account to is. If your account is French then you'll need to change it to U.S

If you can’t change country or region, it might be for one of these reasons:

• You changed the country or region within the last three months.
• Your account is suspended. For example, the credit card on a subscription has expired, or your subscription has a balance due.
• You’re legally a minor in your current country or region and won’t be a minor in the new region, or vice-versa.

If you have any funds in your account you will need to spend them. Funds can not be moved when you change your region.

I also live in Washington state and no internet connection!

As stated in the topic starter, I have setup Paypal as payment provider and am able to actually buy Xbox One games with this method.

There is no reason to "purchase" free games using a payment provider. It should be possible to link a user and store item without one.

The website states "Free games for paying Gold members", I pay for Xbox Gold but the system is not letting me register the game.

I don't have a xbox 360 anymore, because of the Xbox One. And simply want to register the games so I can play them on my one.

The problem here is that is doesn't allow me to purchase the item.
