    For a list of Xbox supported countries/regions: https://www.xbox.com/regions. Kuwait supports PC Game Pass. However you need to be an Xbox live region which Kuwait is not.

    Purchasing cards with regions you're not in is a breach of laws and may cause your account to be banned.

    Xbox live is not officially supported in Kuwait.

    A list of country's supported by xbox live can be found here
    www.xbox.com/.../countries     & as you can see Kuwait is not on there.

    So you must be connecting to xbox live from another country.

    If the country on your account does not match your physical location then that maybe the problem & as Kuwait is not a live supported country i don't think you can do a region change.

    I don't think you will be able to do anything about this as far as i know.
