If you mean that those users somehow make you disconnect from a game, this is not possible, it must be related to some problem in your internet connection.

Go to your network settings and run a speed test, check for packet loss or latency spikes that may cause you to disconnect from a game.

Regarding your problem with the offline games, check that you have your account as "Home Xbox" following the information you find in this link

Capone crimefam No "Name & Shame" - do not call out other users' Gamertags, no matter what the reason.
You'll have to report through your console using the
"File Complaint" feature. Action may or may not be taken and will not be immediate, so it would be best to just mute the player and/or block communications.

You would need to report them via their profiles in order for the enforcement team to investigate them.

If you mean they are booting you offline completely (a ddos attack), you would need to contact your ISP as that is done through your internet and not Xbox.

As long as you have filed a complaint on him, the enforcement team will investigate him. Calling out other gamers is not allowed on the forums.
