I keep getting block or suspended by someone harassing me

And no it doesn't matter who started a fight if you violate the terms of use you alone are responsible for your OWN Actions

Also set privacy settings to friends only problem solved

I'm sorry to see any issues with another gamer on Xbox Live! The best way to ensure that your account is safe is by setting your profile to receive messages from Friends only, and blocking anyone that follows you that you're unsure who they are. If someone
comes through that you believe to be this user, report them for harassment and then block the account. Even if it's not him, our Enforcement Team will review the situation just in case. Retaliating in any form can result in a ban on your account, so we do
not suggest doing that.

I always block people that harassed me and report them that's the only thing you can do at that moment and hope they get suspended

In this situation, the first thing you should've done was block this user. If someone is harassing you or someone else you know, you should always block them and then report them and make sure the enforcement team reacts to this. You should NEVER react
back if someone is harassing you personally, as many of their goals are to flip the tables on you and get you suspended. In this case, you can only accept this suspension and make sure to follow the rules regarding Enforcement with language. I hope this answers

I've been being harassed. I've blocked communications, but they keep making more xbox accounts and harass me further. What do I do, if they keep doing this? I've been harassed for 5-6 months about a year ago, they kept making more account. And now, recently,
I've been being harassed by someone who's friends with my friend. Same thing, block them, they harass me on more accounts. Do I cancel my xbox live? Do I call the cops? Or are you guys going to stop them? Because allowing people to create more accounts to
harass me, or someone else further, is unacceptable.
