I appreciate your reply. Normally, the message that you received when playing Forza Horizon 3 appears if you're using a child account to play the game which has restrictions made by the parent account associated. For us to check this on your end, I recommend
that you sign in your account online by going to https://account.microsoft.com/family, then check if there's a parent/adult account listed on it. If you found a parent account associated,
you need to sign in with that account to change your account's Privacy and online safety settings. To do that, I recommend that you sign in the parent account and follow the steps provided on this
link.

The best your friend can do is call phone support and make a case that the account is his, but from the sound of things he wasn't the original owner. Cancel your payment methods so you can avoid further incident.
